TechBargains is useful for finding great deals–I’ve found many a “free after rebate” component thanks to TB. To get the best deals, you need to monitor it on an ongoing basis, not just search it when you’re ready to buy.
AnandTech is the best place to check out reviews of components, and for general PC hardware news.
As Jeff mentioned, Silent PC Review is the place to start if you’re trying to pick quiet components. The articles have gotten a little outdated but the forums are a great resource.
